Science, technology and innovation are essential factors for the development and competitiveness of nations. Countries without scientific competency cannot promote their development based on their own technologies and innovations have to pay to use the innovations developed in other countries. For the last twenty years, Brazil has quadrupled its scientific contribution in the global context. It is notorious this fact that results in the consolidation on the Post-Graduation in the Country, under the leadership of CAPES, since the scientific production and the post-graduation have a direct relation. However, enhance the Brazilian scientific contribution on the international context it is still necessary and, in this sense, it is opportune to stimulate the participation of young scientists in the Brazilian post-graduation system.
Also, to stimulate the participation and insertion of Brazil in the use of the advances of bioscience in order to reduce hunger and minimize the serious problems in public health, especially those related to childhood mortality, it is more than just an opportunity, it is a mission of science. Such advances cannot prescind Biotechnology, a relatively young branch of bioscience, whose full development depends on the elucidation of the main dogmas of biology, which demand high competence and excellence.
This way, creating human resources with a solid scientific basis to supply the demands of both academic sector and corporative sector with the objective of technological development, it is one of the greatest challenges to be won. The Competitiveness in Biotechnology Forum, established in 2004 by the Federal Government, identified the demand for this type of professional and signalizes a great opportunities them to act on the growing industry of biotechnology in Brazil.
With this perspective it is that the RENORBIO Program was conceived. Its scientific proposal may be characterized, conceptually, on the study of biology in converging manner, relating biological species, genetically distant, by the functionality of their genes, assuming that the use of advanced technologies will allow the study of the molecular basis that regulate the gene functions and the products of its expression, as well as of the mechanisms that relate them to the biology of the development of plants, animals e microorganisms. This approach in dealing with Biotechnology it is the most adequate before the international scientific scenario.
Focusing on the Northeast region, the idea is to establish and stimulate a critical mass professionals in the Region, with competency in Biotechnology and related areas, to carry out projects of R&D&I of importance to the development of the region, using the state of the art in terms of tools and scientific competence for the development of these actions. There is in the Post-Graduation Center and in the constitution of the platforms for the execution of R&D&I projects, in network, their main pillars.
The vision which unveils from the Program, it is that the Northeast will gradually consolidate centers of excellence in Biotechnology, making converge its competency in a way of fully using its resources. Also, the industry of Biotechnology in the Northeast may benefit from an action of cohesion, resulting in a process structuring according to the standards of global competitiveness.
